Yes it can, but it wont stick.
You could probably do a spot repair, sand it back and whack some clear over it, then blend it in, but put it this way, if clear is coming away from one spot, it pretty much guarantees that it's not in the best shape around that spot and most likely the entire panel if not the entire car. You BEST solution is to re-paint the whole affected panel.
Ill betcha if i stuck a filmbuild guage on it the clearcoat would be lower than recommended. If the car hasnt been previously repaired just remember these cars are around ~15 years old, and painted in Japan to Japanese-spec paint, which wouldnt be subjected to the sorts of conditions we have here in Australia.
Damn, i feel like im at work writing a report for someone

mate it only gets worse. it started on my roof and then went to my bonnet now its starrting on my bootlid. way to stop it is to rub back the clearcoat and respray it. cos i let it go and now i need a new respray. its f*cked.
yeah was thinking about a respray with a diff colour but what about the engine bay would it be odd that it would still be white? and the out side of the car diff

Yeah a closed door job should really only be done in the same colour as OE or slightly different. When i re-do mine it will be the same grey on the bottom tone and the silver on the top will just have some liquid crystal blue in it, but the base silver will be the same colour. These subtle variation in colour make your car look good and not cheap-o like it would if you changed the colour too much.
If you do a full respray you need to do door jambs aswell as boot and other little bits and pieces. IMO this is only worthwhile if you're making a show car.
Plus, isnt the whole idea of an Aristo to keep it kinda stealth? Then keep close to the OE colour.
Oh, to answer your question, your car would look cheap

the S13 guys dont do engine bays the Japanese dont much either on a lot of their more sporty/drifty/tracky cars. they look awesome in pics but bays arent painted.
its one of those things though, i had my last car repainted and got all door jams and most of the boot done but not engine bay or all inside the car. and my car went from white to a peacock blue/green colour. It looks okay i reckon, i mean who sees your engine bay? if it ISNT a show car then you arent going to be showing off the engine to anyone but your mechanic or yourself, or mates or whatever. White is neutral anyway and quite dirty, so it almost looks black. You could even do what i did and just painted the front radiator support, reo bar, and front wheel tubs in flat black. So it ended up most of it was dark and looked okay in there.
OE colour would be easier but a change would be nice too while you're at it
I had my previous Supra resprayed for around 3k...
It was already back, so i had it redone black with a red ice pearl, this incuded inside the doors and boot trims etc... Not the full engine bay or anything..
Now this was about 5 or so years ago now...
I was also quoted by someone else about 5k for the same paint, however, it did not include inside the door/boot trims..
I guess it all comes down to where you go, and the quality of job...
The job i got done for 3k was a pretty good job.. and it was for a car that was the only car i had so was a daily (so to speak but i didn't drive it all that often)... _________________

And dont take it to a smash repair place, they fix busted cars, take it to a proper resprayer that does full resprays all the time, the quality will be much better.
